Position Title: Senior Malaria Diagnostics Advisor
Position Description:
MCDI is currently seeking a Senior Malaria Diagnostics Advisor for an anticipated USAID-funded malaria project in Cote d’Ivoire. The primary objective of this anticipated project is to strengthen the capacity for malaria prevention, diagnosis and diagnostics, as well as ownership of health at the community and household levels
The Senior Malaria Diagnostics Advisor, reporting to the Chief of Party, will provide technical leadership in all aspects of malaria prevention, diagnosis and diagnostics interventions to be supported under the project.
This position is contingent upon donor funding
Essential Job Functions:
- Provide technical oversight and leadership of all malaria activities under the diagnostics component of the Program;
- Ensure the quality of processes and results of malaria diagnostics activities;
- Provide technical support to develop and implement capacity building and training activities in laboratory diagnostics and rapid diagnostics tests (RDTs) to diagnose fever causes, particularly malaria, and malaria-associated conditions. This includes annual malaria diagnostic refresher trainings;
- Lead the production or adaptation of educational/training materials for malaria diagnostics;
- Design and set up quality assurance/quality control (QA/QC) protocols that take into account constraints (such as distance, high cost of fuel, limited availability of laboratory supervisors);
- Lead the technical assistance effort that will be provided to the NMCP on malaria diagnostics areas to include review and update of diagnostics strategy, protocols and guidelines, development of malaria diagnostics training curriculum, strengthen quality control and quality assurance (QA/QC) protocols for malaria diagnostics, as necessary;
- Support the provision of diagnostics supportive supervision at the sub-national level;
- Actively liaise with NMCP staff to provide updates on project diagnostic activities;
- Support the development, updating and timely submission of program work plans and reports related to malaria diagnostics activities.
Required Qualifications, Skills and Experience:
- Professional degree in laboratory sciences or equivalent (biology, microbiology, etc.);
- A minimum of 10 years of experience implementing health programs in developing and transitioning countries, with at least 5 years of senior-level experience providing malaria diagnostics technical assistance and project management in malaria or other public health programs;
- Demonstrated experience in malaria diagnostics, to include microscopy and RDT;
- Experience providing technical assistance and capacity building in malaria diagnostics, including QA/QC systems;
- In-depth knowledge of malaria and public health principles and practices, particularly in the area of malaria diagnostics, and program coordination;
- Willing to stay up to date in relevant guides, SOPs, and new laboratory procedures, for instance must be able to learn rapidly new molecular clinical/epidemiology techniques as they come mainstream;
- Demonstrated experience working effectively with program staff, implementing partners, civil society organizations, community leaders and local government authorities to strengthen community and facility based malaria services;
- Demonstrated ability in coaching, mentoring and supportive supervision for quality improvement;
- Good interpersonal skills, team player and makes her/himself available as needed;
- Excellent management and interpersonal skills;
- Familiarity with USAID and PMI systems, guidelines and regulations;
- Professional fluency in English required;
- Very proficient in the use of the standard Microsoft Office package with particular experience using MS Word, Excel, PowerPoint and Internet Explorer;
- Preference will be given to qualified national Ivoirian candidates.
